Sighting the shortage of trained personnel specialising in chest diseases in the country, the Bhore Committee Report (Govt. Of India) stated the need for a teaching and research institute in chest diseases. The Ministry of Health, Govt. Of India along with Sir Maurice Gwyer, the then Vice Chancellor of University of Delhi proposed the establishment of a Chest Institute to the Government. Drawing on teaching faculty and training facilities of the Lady Hardinge Medical College, Irwin and Silver Jubilee Hospitals in Delhi, chest diseases began to be taught through a Diploma programme, with Dr. R.Vishwanathan as the Honorary Director. The deputy Prime Minister of the time, Sardar Vallabhai Patel laid the foundation stone of the institute on the 6th of April 1949 and Rajkumari Amrit Kay formally opened it on January 12th 1953. Dr. Viswanathan became the first Director of VPCI. The hospital wing became functional around 1956. The institute was thus christened the Vallabhai Patel Chest Institute.
